Volume never helps you. Every extra home costs the same as the first one, which is why mailing more of the county makes the problem bigger rather than cheaper. The only thing that moves the per-mailbox number is splitting the paper 12 ways.
Now the part most people selling you mail leave out.
Cheap per mailbox is not the same as worth doing. It only works if one new customer is worth more than the mailing that found them.
Two honest limits on the arithmetic above. It uses revenue, not profit, so if your margin on that job is thin you should read yourself one tier down. And nothing here predicts how many calls a mailing produces, because nobody can tell you that, and anyone who offers to is guessing at your expense.
